  AgriPolicy final workshop at DG Agriculture
 
AgriPolicy final results will be discussed at a workshop organised on the 26 May 2010 at DG Agriculture. Results of the study on direct payments and key findings from the study dedicated to Candidate and Potential Candidate Counries will be presented during the morning session. Bilateral meetings with representatives from DG Agriculture will be organised during the afternoon.
   
  The future of direct payment: AgriPolicy contribution
 
Between September 2009 and March 2010 and following a request from DG Agriculture, the AgriPolicy team implemented a study on Direct Payments. The study is based on a review of available literature, on a simulation of future impact using AGMEMOD model and on a consultation of stakeholders' perceptions.

The study reveals that governments and farmers’ organisations from the New Member States have a positive opinion about direct payments except for the existing differences between old and new Member States. Public opinion is rather negative as direct payments are often seen as an unjustified benefit for farmers. It also reveals that the implementation of the direct payments in the New Members States have had a great impact on the agricultural sector’s income development.

A key recommendation is that the income support system implemented after 2013 should be better distributed among Member States and among farmers and accepted by the civil society. There is also a need to better explain direct payments to the general public and to improve communication about the CAP.

  Survey "Europeans, Agriculture and the Common Agricultural Policy"
 
The "Special EUROBAROMETER 336" published in April investigates opinions of EU citizens on agriculture and on the CAP. More than 26.000 persons have been interviewed between November and December 2009. The reports is supported by country fact sheets.

  The common agricultural policy after 2013
 
DG Agriculture launched a public consultation on the CAP after 2013. Research organisations, think-tanks and citizens are invited to send contribution before the 11 June 2010. The public consultation is organised around 4 questions:

- Why do we need a common agricultural policy?
- What do citizens expect from agriculture?
- Why reform the CAP?
- What tools do we need for the CAP of tomorrow?

A conference will also be organised in Brussels in July 2010. The EC is expected to publish a cCommunication on the CAP after 2013 before the end of 2010. The EC proposal should be published in 2011.

The Institute of Agricultural Economics from Belgrade organises a seminar on Multifunctional Agriculture and Rural Development on 2-3 December 2010.

The Warsaw School of Life Sciences organises the conference “Good Governance and Social Responsibility in Agri-Food Sector” on 2 December 2010.
   
  121th EAAE seminar in Turkey
 
The 121th EAAE seminar “Assessing the Medium- to Long-term Impacts of Global Financial Crises on Agro-Food Sector and Rural Economies" will take place in Antalya (Turkey) on 24-26 January 2010. Deadline for abstract submission is 31 August 2010.

  FP7 projects relevant to agricultural policy analysis
 

The EC will published in July 2010 its fifth call for proposal in the area of agriculture (deadline for submission 25 January 2011). Only three topics are directly relevant to agricultural policy analysis:

1) KBBE.2011.1.4-03
Feasible and cost-effective crop-specific coexistence measures, labelling, and traceability requirements: a collaborative Project (3 million euros) on co-existence between genetically modified  and non genetically modified crops.

2) KBBE.2011.1.4-04
The CAP and landscape management: a collaborative project (1,5 million euros) on the relationship between agricultural landscape and the economy of rural areas.

3) KBBE.2011.1.4-05
Data network for better European organic market information: a collaborative Project (1,5 million euros) on statistics of the European market for organic food

There were also three proposals relevant to agricultural policy analysis in the previous FP7 call for proposal (call FP7-KBBE-2010-4 opened in July 2009 and closed in January 2010):

1) KBBE.2010.1.4-02
Development of modelling tools based on FADN data adapted to assess the dynamic impacts of the CAP: a collaborative project (2,5 million euros) for the development of an economic model for estimating the impact of the change of agricultural policy and market developments on land use, production and agricultural income. Two proposals were submitte, the selected proposal* is called "FADNTOOL" and is coordinated by the Aristotle University of Thessaloniki.

2) KBBE.2010.1.4-03
Assessment of transition pathways to sustainable agriculture and social and technological innovation needs: a collaborative project (1,5 million euros) aimed at exploring different future transition pathways for EU agriculture to respond to changing market, policy and societal environments. Eight proposals were submitted, the selected proposal* is called "FarmPath" and is coordinated by the Macaulay Land Use Research Institute.

3) KBBE.2010.1.4-04
Knowledge systems for farming in the context of sustainable rural development: a collaborative project (2,5 million euros) dedicated to the improvement of the agricultural knowledge systems and the identification of new approaches for farm advisory systems in Europe. Four proposals have been submitted but none of them has been retained.

* these projects have been invited to start negotiation, the final result depends on the outcome from these negotiations.
